The dispute can be at a state, federal or foreign tax level. It can originate from income tax, sales tax, use tax, property tax or estate/gift tax.

Tax controversy can involve civil matters, such as dealing with IRS audits and collection activities or foreign tax issues, or criminal matters, such as handling criminal investigations by the IRS, the state tax authorities or the Justice Department.
